Dr. Ong has an illustrious career spanning nearly 50 years in both the public and private sectors. He was the Partner of Davis Langdon & Seah until his retirement at the end of 2010. Dr. Ong was the President of the Royal Institution of Surveyors Malaysia, RISM (2003 – 2004) and Chairman of PAQS (2003 to 2005). He was also the 130th Global President of the Royal Institution of Chartered Surveyors, RICS (2011-2012). Dr. Ong was Chairman of the Standard Setting Committee of International Construction Measurement Standard (ICMS) from 2015 to 2019. Dr. Ong is a multiple awards winner for his contributions to the construction industry and the surveying profession including the “Surveyor of the Year” by RISM, “PAQS Gold Medal” by PAQS, “Most Prominent Player in the Construction Industry” by CIDB Malaysia, Gold Award by Board of QS Malaysia, the “David Bucknall Award” by RICS and RICS President’s Medal.
Topic: Constructing A Sustainable Future for The QS Profession and The Built EnvironmentSynopsis: The impact of the Covid pandemic on the global economy and social life has been widely reported. However, there are also many other disruptive factors which are less publicised but have equally severe impact on the global economy and the built environment. Climate change, energy crisis, trade wars and regional conflicts and technological transformation are some of the factors that will impact and influence the future of the built environment and the QS profession. The ripple effects of these ever-increasing and intensifying disruptions will spread through the global economy, resulting in price increases and shortages of all kinds of goods and disruptions to the supply chain— from agricultural commodities and building materials to cutting-edge electronics. The QS profession and players in the built environment industry will therefore need to adapt to these changes and embrace the right strategies in order to become a future-proofed power source for transformation, remain relevant and play a pivotal role in the transformation of the built-environment. |

Roger Flanagan is Professor at the School of Construction Management and Engineering, University of Reading, UK. He is an Honorary Professor at Tsinghua University, Beijing, and Guest Professor at Chongqing University, Guiyang Institute of Technology. Previously Visiting Professor in Australia, Malaysia, Hong Kong, USA, Sweden, Norway, Kenya, South Africa, Turkey, and Croatia. He was President of the Chartered Institute of Building in 2006-7. Roger’s industrial experience includes previously being a member of the Board of Directors of Skanska AB in Sweden for 10 years, and a non-executive member of the Board of Directors of Halcrow Group (now Jacobs) for 8 years. He has been a member of Board of Directors and Advisory Board member of companies in UK, USA, Hong Kong, South Africa, Switzerland, Sweden, Norway, and Canada.

Change is happening in the cost management process, the delivery of the services, and what clients expect in the international markets. The drivers of change with climate change, digital transformation, geopolitical influences, pandemics, and new environmental, social and governance requirements are causing disruption and the need for transformation. Nobody is immune from change. The talk will consider how cost management services provided by consultants and contractors must adapt to compete in international construction markets of today and the future." |

Mr. Pierpaolo Franco has outstanding career experience in the AEC industry globally. Mr. Franco was the Managing Director of Greater China at the RICS. With 11 years of experience in RICS, Mr. Franco has a deep understanding of the QS field. He also has extensive global working experience in the heavy industry, advisory services as well as universities. Moreover, he is also a special advisor to the CBD Beijing Special Administration. After RICS, he joined Glodon as Vice President, mainly focusing on international business development. Under his leadership, Glodon is accelerating its entrance into global markets and growing global recognition. With his knowledge of the built environment, Glodon is developing more business intelligence assets and contributing to the digital transformation of the construction industry. Prof Florence LingModerator, National University of Singapore
Professor Florence Ling is a Full Professor in the Department of the Built Environment at the National University of Singapore. Her research is in construction project management. She has published more than 160 international refereed journal papers and is an editor of several of these journals. In 2021, science-wide author databases ranked her among the top 2% of scientists in the field of Built Environment and Design. She teaches Project Management, Cost Estimating and Project Feasibility. She is an accredited QS, a Fellow and elected Council Member of the Singapore Institute of Surveyors and Valuers and a Member of the RICS. |

Mr Kelvin WongChief Executive Officer, Building and Construction Authority
Mr Kelvin Wong is the Chief Executive Officer of the Building and Construction Authority (BCA). Prior to joining BCA, Kelvin was the Executive Vice President of the Singapore Economic Development Board (EDB). At the EDB, Kelvin oversaw the development of strategic growth engines in Hub Services and Supply Chain & Connectivity as well as the board’s new businesses and policy and planning divisions. Kelvin started his career with EDB in 1996 and has helmed various key portfolios including logistics, professional services and urban solutions. Mr Wong is a Glaxo-EDB scholar who graduated from the Imperial College, University of London (Masters in Communications and Signal Processing and a First Class Honours in Electronics and Electrical Engineering) in 1996.

Mr Khoo Sze BoonManaging Director, Turner & Townsend Singapore & Vietnam
Sze Boon is currently the Managing Director of Turner & Townsend who oversees Singapore and Vietnam operations. He has more than 25 years professional experience and has undertaken senior leadership positions in international consultancy practice. Sze Boon was the President (Quantity Surveying Division) and Chairman (Central Management Committee) of the Singapore Institute of Surveyors & Valuers (SISV). In his SISV role, he has been instrumental in championing the Industry Transformation Map Action Plan for QS. Sze Boon has been actively representing the QS fraternity in various Built Environment industry committees and he also sits on various university Programme Advisory Committee such as NUS, SUSS and RMIT-SIM programme. Sze Boon was awarded the RICS Construction Professional of the Year in 2020 and was conferred the Pacific Association of Quantity Surveyors (PAQS) Medal in 2019. |

Mr Tay Ter LongGroup Director, Contracts & Procurement, JTC Corporation
In his role as Group Director of Contracts & Procurement, Ter Long leads the procurement and contract management functions in JTC, spanning all the construction (including construction projects under JTC’s Centre of Excellence (B&I) role), corporate and revenue contracts. Ter Long also contributes actively towards Procurement Transformation in WOG through his involvement as a member & co-chair in various committees/sub-committees with MOF, BCA and shares regularly at several platforms.

Amara is the Head of Public Affairs at the Royal Institution of Chartered Surveyors (RICS), where she works towards the sharing and adoption of international standards and best practices in the built environment across APAC. Amara has over a decade of experience in government relations working in both the private and public sectors, including for Google, the European Commission, and a Think Tank for the Malaysian government.

Karl Trusler is the Executive Director at the Association of South African Quantity Surveyors (ASAQS). He is also the General Secretary of the ICMS Coalition of Trustees. Karl has a BSc. Honours in Quantity Surveying and a MSc. in Real Estate, and has gained consulting, contracting and development experience as a Quantity Surveyor in both the private and public sectors. |
